Refurbishing needs to be done for the gate at a minister's office. A carpenter and an electrician quoted $500 each for their work. To both, the procurement officer said he will think it over. Then a contractor comes in and quoted $21,000. When asked why it's so expensive, he said "$10K for you, $10K for me, $500 for carpenter and $500... electrician."
